The Agency provides services for fire prevention, urban, and community forestry, forest stewardship, forest health, utilization and marketing, and has a wide variety of grants available. And, the Agricultural Act of 2014 (H.R. 2642; Pub.L.113-79), also known as the 2014 U.S. Farm Bill, requires the state to create and implement an up-to-date natural resources assessment and strategy. DFFM also house the Office of the State Fire Marshal, which provides fire inspection and permitting services.

FORESTRY PROGRAM SPECIALIST

The Department of Forestry and Fire Management (DFFM) is seeking a Forestry Program Specialist to work with the Cooperative Forestry Team and will be responsible for implementation of a comprehensive and robust statewide forest health program.
You will be responsible for:
· Providing forest health technical assistance and outreach to community groups, local governments, landowners, related businesses, and Native American tribal organizations statewide. Respond to requests for technical assistance from state and private landowners and managers (urban and non-urban).
· Oversee and participate in all aspects of cost assistance projects, which may include field forestry work, remote sensing, data collection, data reporting, and tracking accomplishments of specific grant projects. Manage Western Bark Beetle Initiative grant projects.
· Lead agency efforts in completing annual aerial detection surveys for insects and pathogens in Arizona forests. Participate in flight surveys, data collection and synthesis, and annual report compilation.
· Maintaining project records and financial documents; prepare needed paperwork for assigned projects. Compile accomplishment reports and other publications as necessary.
· Assisting with urban interface forestry management planning, including forest health and maintenance (disease prevention).
· Major position emphasis will be in forest health, though the incumbent may also work in other general grant-funded forestry related functions including: urban forestry, invasive species management, public outreach, forest inventory, forest land management plan assistance, forest stewardship, geographical information systems mapping, and fuels mitigation.
KNOWLEDGE, SKILLS, & ABILITIES
· Bachelor or Master of Science Degree ((Master's Preferred). or higher) in Forest Health, Entomology, Forest Management or other Natural Resource Management field.
· 3-5 years professional experience in Forestry-related position.
· Experience with forest insect and disease (forest health) programs and activities in urban and non-urban areas of Arizona.
· ISA Certified Arborist.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA’S)
· Considerable knowledge of forest entomology.
· Natural resource management in the Southwest to include standard forestry practices, dendrology, forest insects and diseases, common forest pathogens, urban forestry, wildland fire fighting, fire effects, and general multiple resource management (range, wildlife, soil, water, air).
· Arizona ecosystems and their relationships.
· Principles of planning, organizing, and directing area and state programs.
· Federal, State, Tribal laws and Agency Standards, policies and procedures applicable to the area(s) of assignment
· Forestry and natural resource measurement skills.
· Mapping, remote sensing and GIS skills.
· Computer skills in standard word processing, spreadsheet and presentation programs.
· Excellent public presentation skills, and written and oral communication techniques.
· Technical report writing and financial document review skills; attention to detail.
· Establishing reasonable goals, objectives and deadlines using efficient, organized working habits.
· Operational skills utilizing a wide variety of forestry tools and equipment such as forest inventory and marking materials, insect traps, and multi-channel radios.
· Work independently and/or collectively with colleagues, clients and team members.
· Fly in small fixed-wing aircraft for long periods of time and see all colors.
· Adapt to changing work priorities, environments and new technologies.
· Communicate and work effectively with a variety of entities.
· Develop and maintain strong working relationships with communities, organizations and private land owners.
· Work in a fast-paced environment and to meet tight deadlines.

Natural Resource Specialist 1 (Forest Health Forester)

This position supports the Private Forests Program's Insect and Disease Section by managing the treatment activities for Sudden Oak Death (SOD).
The Private Forests Program encourages economically efficient forest practices that ensure the continuous growing and harvesting of forest tree species, consistent with the sound management of soil, air, water, fish and wildlife resources and assures the continued benefits of these resources for future generations; provide technical and financial assistance to non-federal forest landowners to improve the management on private forest lands and to minimize the incidence and severity of forest insect and disease impacts throughout the state. The benefits derived from this program affect all Oregonians. The program directly regulates forest operations statewide on all non-federal forestland. The program also encourages voluntary actions that go beyond the standards of the forest practice rules and as such is a major element supporting the Oregon Plan for Salmon and Watersheds.
The main purpose of this position is to coordinate the implementation of treatments designed to eradicate the pathogen (Phytopthora ramorum) responsible for Sudden Oak Death (SOD). Eradication treatments include setting up a treatment zone around identified SOD infected tanoak (and other infected host species) and then treating the area with herbicide to prevent re-sprouting of diseased vegetation. The treatment continues with the cutting, piling and burning of infected trees and nearby host vegetation. This position is required to make landowner contacts, ensure progress on and completion of eradication contracts, provide contract progress reports, and participate in eradication efforts on sensitive sites. The contracts administered within the SOD program exist of contracts for herbicide application, hand cutting, piling, and burning, and mechanized logging. This position will work to determine which method of eradication (machine or hand work) is best suited for the particular site and fits best with the landowners objectives. This position may also be required to check for completion on eradication work done by landowners themselves but which are being reimbursed by the program and to ensure strict compliance with the program's guidelines. Tasks may also include monitoring of SOD prescribed burning, flagging and/or mapping SOD sites, field data collection, data quality control, sampling of suspected diseased vegetation, and basic reporting in support of SOD scientific studies.
This position may also provide SOD technical assistance to the public and assist with early detection programs such as stream baiting or bucket baiting. In addition to eradication efforts, this position may plan, coordinate, and layout host removal projects aimed at removing SOD hosts from areas where spread is likely to occur. These projects will have many of the same characteristics of the eradication sites but will occur in areas where there is no current known infestation.
This position may lead or coordinate the work of field technicians, seasonal, part-time, or temporary employees on specific projects. This position may also assist in carrying out general technical forestry and forest health tasks associated with program goals and objectives. Data collected from surveys and applied research aids the Department, landowners, and elected officials in developing and implementing management strategies to reduce pest impacts and protect the environment. This position receives direction from the Sudden Oak Death Leadworker.

Duties & Responsibilities
Major duties include but are not limited to:
Monitors and inspects SOD eradication or other contract work to ensure quality, compliance and progress. Resolve minor contract compliance issues. Write reports of findings and inspection reports. This may include contract work aimed at host eradication in areas previously uninfected with SOD.
Assists other unit staff in collecting and documenting relative information for monitoring and eradication projects, contacting landowners to discuss project goals, obtaining permission to access land and arrange field visits.
Works with landowners and other state and federal agencies to implement host removal projects that are in addition to eradication activities. The host removal projects are located in areas of high likelihood of disease spread and or in areas to the north of the current infestations and are designed to create a barrier or "SOD free zone". Flagging and layout experience, as well as knowledge of current forestry management techniques are required. Host removal projects will involve a large amount of landowner contact and constant communication with landowners regarding the contract work occurring on their property.
Locates ground plots or survey lines using maps, aerial photos, and compass for Sudden Oak Death (SOD). Implements established survey and evaluation procedures for identifying SOD infestations. May deploys and retrieves bait traps. May work independently or with others to collect and maintain data on permanent monitoring plots, research plots, and demonstration areas. May act as an aerial observer from a fixed or rotary winged aircraft, identifying and recording dead trees onto maps or photos. Could act as a lead worker in performing various survey functions.
